岳麓区环境保护中长期规划(2022—2030)研究报告
摘 要
岳麓区隶属于湖南省长沙市，位于古城长沙湘江西滨，是长沙的“西大门〞，共辖 15个街道、2个镇，2个景区、2个科技产业园，总面积552平方公里，2022年总人口
64。5万人。
岳麓区地理位置优越，生态资源丰富，拥有湘江、橘予洲、岳麓山等优质的生态 资源，且集山、水、洲、城于一体，森林覆盖率到达52％，是长沙市首个国家级生态示 范区。同时，近年来岳麓区的经济实力日益增强，2022年GDP总量到达77．4亿元，人 居GDP到达12万元，这为区域生态环境的保护提供了有力地条件。
优良的生态环境质量是岳麓区社会经济开展的最大优势。但是，在目前岳麓区以 及长沙市快速城市化的进程中，相关的生态环境问题逐渐凸显，也是环境保护与治理的 艰难时期。在经济稳定持续开展的同时，确保生态环境质量不降低，并铁腕治理频繁出 现的生态问题和环境污染，从而满足人民群众对生态环境质量不断提高的要求已经成为 当前的必须要解决的问题。根据区委区政府的具体要求，受岳麓区环境保护局的委托， 湖南大学承当了?岳麓区生态环境保护中长期规划(2022．2030D的编制任务。
湖南大学规划编制组在深入实地调研的根底上，分析了目前岳麓区的主要生态环 境问题以及未来生态环境所面临的压力，结合国内外的生态环境保护的最新理念，从国 际化、新视野和多方位对岳麓区未来15年内的生态环境保护措旌进行了全面系统的规 划，并形成了相关的规划成果。

Yuelu，a district of Changsha,is honored as the west portal of the city．The Yuelu district
locates in the west ofXiangjiang fiver with a population of645 thousand．
The yuelu district has all advantageous geographical location and abundant resources． There are a lot of high quality tourism resources including Xiangjiang river，Juzizhou and yuelu mountain．it is a perfect place which integrating beautiful mountain，river and comfortable living condition．And yuelu district is the first National Ecological Demons订ation Area of changsha with 52 percent of forest coverage．In recent years，the economy of yuelu district keeps a favourable development．The GDP haS reached 7．74 billion while the GDP per person reached 1 20 thousand．It is the strong econmic power that provides facilities for the protection of ecological environment．The unique advantage which Yuelu district owns is the
excellent ecological environment during the social-economic development．However,the
rapid urbanization of changsha haS brought adverse effects on the ecological environment．
